RECOMMENDATION:
Recommendation
Consider recommendations resulting from the January 2, 2024, Board Policy and Planning Committee meeting to:
A. Adopt the Proposed Changes to Board Governance Policy Executive Limitations (EL) 8: Inclusion, Equal Employment Opportunity, Discrimination/Harassment Prevention, and Diversity; and
B. Provide feedback and recommendations to staff as necessary.

SUMMARY:
Executive Limitation 8 (EL-8), initially adopted in June 1999, serves as a governance policy of the Board providing clear expectations that promote conditions to ensure a work environment that is diverse and inclusive, free of discrimination and harassment, and that provides equal opportunity employment. The policy was last updated in July 2014.
The proposed revisions include the following:
1. Added the equal opportunity employment policy language to describe in detail what protections are covered.
2. Changed reference from "District" to "Valley Water".
3. Added Fellows and Apprenticeships to 8.2 for clarification.
At its January 2, 2024, meeting, the Board Policy and Planning Committee considered revised language to Board Governance Policies - Executive Limitations (EL) 8 - Inclusion, Equal Employment Opportunity, Discrimination/Harassment Prevention, and Diversity. The Committee provided input and recommended that the Board adopt the proposed changes (Attachment 1 and Attachment 2).
