SUMMARY:
On May 31, 2018, Governor Brown signed into law two bills, AB 1668 (Friedman) and SB 606 (Hertzberg), that aim to accomplish his goal of "Making Water Conservation a California Way of Life." Jointly, the two bills establish authority for the State Water Resources Control Board (SWRCB), in coordination with the Department of Water Resources (DWR), to establish long-term urban water use efficiency standards by June 30, 2022, and make several changes to the Urban Water Management Planning Act to improve planning for future droughts.
The bills also update Agricultural Water Management Plan requirements
The bills take effect on January 1, 2019.
Water Use Objectives
The Water Use Objectives apply mainly to water retailers, not directly to wholesalers. The Urban Water Management Plans requirements (below) apply to both wholesalers and retailers.
The most significant components of the two bills include the following.
* Establishes an urban water use objective (i.e., a water budget for each water retailer) as the aggregate of all water uses, by November 1, 2023, as follows:
o Indoor residential water use;
o Outdoor residential water use;
o Commercial, Industrial, Institutional (CII) outdoor irrigation water use on a dedicated landscape meter; and
o Water loss for the water retailer's distribution system.
o Unique local circumstances (ie: livestock, metered ag, etc)
o Minus a credit for potable reuse of up to 15 percent for existing projects and 10 percent for projects with a certified CEQA document before January 1, 2019, that begin to produce water before January 1, 2022, and uses microfiltration and reverse osmosis.
