RECOMMENDATIONRecommendation

A.                     Receive information presented on the Watershed Capital Program Implementation Strategies, including alternatives; and

B.                     Provide feedback to staff as needed.

SUMMARY:

On August 29th, 2025, staff presented to the Board regarding adapting Santa Clara Valley Water District’s Capital Improvement Program to meet emerging challenges resulting from financial gaps within the program. At that workshop, the Board directed staff to return with specific watershed capital program implementation strategies and alternative paths to providing flood protection. 

To support this discussion, staff has prepared a PowerPoint presentation (Attachment 1) with a status update of the largest watershed projects that make up the flood protection capital program. Staff will present key considerations for implementation, discuss alternative paths for implementation and their financial implications, and finally, make recommendations for the Board’s consideration. 

 

 

ENVIRONMENTAL JUSTICE IMPACT:

There are no environmental justice impacts associated with board item. This action is unlikely to or will not result in disproportionate impacts on any specific community(ies) relative to the general population from the implementation of this project/program.

 

 

FINANCIAL IMPACT:

There is no financial impact associated with this item.

 

 

CEQA:

The recommended action does not constitute a project under CEQA because it does not have the potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
