RECOMMENDATION:
Recommendation
A. Consider the First Addendum to the South County Recycled Water Master Plan Program Environmental Impact Report;
B. Find that the South County Recycled Water Pipeline Short-Term Phase 1B/2A/1C/2B Project is substantially complex and therefore requires a construction contract retention of ten percent (10%);
C. Adopt the plans and specifications and authorize advertisement for bids for the construction of the South County Recycled Water Pipeline Short-Term Phase 1B/2A/1C/2B Project per the Notice to Bidders; and
D. Authorize the Designated Engineer to issue addenda, as necessary, during bidding.

SUMMARY:
The objective of the South County Recycled Water Pipeline Short-Term Phase 1B/2A/1C/2B Project (Project) is to expand the existing recycled water distribution system in the City of Gilroy to serve recycled water to additional customers as planned in the South County Recycled Water Master Plan.

This Phase 1B/2A/2B alignment will construct approximately 15,250 linear feet of 30-inch and 36-inch diameter pipe from the South County Regional Wastewater Authority (SCRWA) Wastewater Treatment Plant (WWTP) to the west of Luchessa Avenue, with major crossings at Union Pacific railroad lines, Highway 101, Monterey Highway, and microtunneling under Uvas Creek. The pipeline connects the existing 36-inch recycled water pipeline at the SCRWA WWTP to an existing 36-inch recycled water pipeline at Cimino Street installed by private developers as part of their residential and commercial construction.
