SUMMARY:
On November 3, 2020, the voters of Santa Clara County overwhelmingly approved Measure S, a renewal of Santa Clara Valley Water District's (Valley Water) Safe, Clean Water and Natural Flood Protection Program (Safe, Clean Water Program).
In 2000, county voters first approved the community-focused Clean, Safe Creeks and Natural Flood Protection Plan--a special parcel tax to address community needs for stream stewardship and flood protection. This was renewed and replaced by the Safe, Clean Water and Natural Flood Protection Program in 2012.
The current renewed Safe, Clean Water Program requires that the Valley Water Board establish an external Independent Monitoring Committee (IMC) responsible for conducting an annual review and providing an annual report regarding the implementation of the program's intended results. The Board established the IMC in February 2021 by adopting Resolution No. 21-10 PROVIDING FOR A SAFE, CLEAN WATER AND NATURAL FLOOD PROTECTION PROGRAM INDEPENDENT MONITORING COMMITTEE OF THE SANTA CLARA VALLEY WATER DISTRICT.
FY2021-2022 marked the first year Valley Water implemented the renewed Safe, Clean Water Program. The enclosed report details the IMC's evaluation, findings, and recommendations of the first annual report on the Safe, Clean Water Program.
