RECOMMENDATIONRecommendation

A.                     Approve a new salary range of $244,121.51 to $307,926.00 for the Clerk of the Board classification effective January 4, 2025;

B.                     Adopt a Resolution APPOINTING AND PROVIDING FOR THE COMPENSATION OF THE INTERIM CLERK OF THE BOARD, for January 4, 2025, through February 28, 2025; and

C.                     Adopt a Resolution APPOINTING AND PROVIDING FOR THE COMPENSATION OF THE INTERIM CLERK OF THE BOARD, for March 1, 2025, through April 30, 2025.

 

 

Body

SUMMARY:

The Board of Directors (Board) is responsible for the appointment of the Clerk of the Board (Clerk), a Board Appointed Officer and Unclassified employee of the Santa Clara Valley Water District (Valley Water), and for setting the salary level for the Clerk Classification. 

 

*Michele King, Clerk of the Board, is retiring effective January 3, 2025. The

Board will implement an Interim Clerk of the Board rotation schedule that covers from January 4, 2025, through April 30, 2025, and allows the Board to recruit for the permanent Clerk of the Board position.

 

Upon review of the current salary range for the Clerk classification, and prior to beginning the recruitment process, the Board finds it necessary to better align the Clerk salary range with the relevant industry salaries for this classification and, if this item is approved, will set a new salary range of $244,121.51 to $307,926.00 effective January 4, 2025.

 

The Board anticipates that the recruitment for the new Clerk will take at least four months. The Board will implement an Interim Clerk rotation schedule that covers from January 4, 2025, through April 30, 2025. If the Board determines that additional time is needed to fill the Clerk position permanently, the Board will take further action at that time.

 

The resolutions associated with this item and the staff to be appointed as Interim Clerks will be provided in a supplemental memorandum on Friday, December 6, 2024.

 

*Maximillion Overland, Deputy Clerk of the Board, will serve as Interim Clerk of the Board for the period January 4, 2025, through February 28, 2025, with a bi-weekly salary of $9389.60. This biweekly salary aligns with the starting step of the new proposed Clerk of the Board salary range of $244,121.51 to $307,926.00.

 

*Candice Kwok-Smith, Assistant Officer, will serve as Interim Clerk of the Board for the period March 1, 2024, through April 30, 2025, with a bi-weekly salary of $9389.60. This bi-weekly salary aligns with the starting step of the new proposed Clerk of the Board salary range of $244,121.51 to $307,926.00.

 

 

ENVIRONMENTAL JUSTICE AND EQUITY IMPACT:

There are no environmental justice and equity impacts associated with agenda item.

 

 

FINANCIAL IMPACT:

Compensation associated with appointing an Interim Clerk of the Board is budgeted for the Clerk of the Board budget, Project 60301001.

 

 

CEQA:

The recommended action does not constitute a project under CEQA because it does not have the potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
