SUMMARY:

At the March 28, 2017, meeting, the Board of Directors approved revising the Capital Improvement Program (CIP) Committee's purpose to include monitoring the implementation progress of key projects in the CIP. At their June 29, 2020 meeting, the CIP Committee requested that this topic be added as a standing item on all future CIP Committee meeting agendas and that staff provide updates on consultant agreement amendments for capital projects, which may include modifications to scope, schedule, and/or budget.

 

There is one consultant agreement amendment for capital projects presented in this memorandum for the Committee’s information:

 

1.                     Amendment No. 12 to Agreement A3555A with Black and Veatch Corporation for Project Management Services for the Anderson Dam Seismic Retrofit Project No. 91864005, the Calero Dam Seismic Retrofit Project No. 91874004, the Guadalupe Dam Seismic Retrofit Project No. 91894002, and the Almaden Dam Improvements Project No. 91854001 (Cost Increase, Time Extension, and Administrative Updates) (R. Staff will recommend Board approval of Amendment No. 12 to Agreement A3555A with Black and Veatch Corporation (Consultant), for Project Management Services for the Anderson Dam Seismic Retrofit Project (ADSRP) No. 91864005, the Calero Dam Seismic Retrofit Project (CDSRP) No. 91874004, the Guadalupe Dam Seismic Retrofit Project (GDSRP) No. 91894002 and the Almaden Dam Improvements Project (ADIP) Project No. 91854001.

This Amendment will increase the Not-to-Exceed Fee by $7,317,759, for a new total Not-to-Exceed Fee of $42,865,121; add to the existing scope; incorporate administrative updates; and extend the expiration date by 30 months, from April 30, 2026 to October 31, 2028.

The ADSRP will correct dam seismic deficiencies and ensure compliance with all current Federal Energy Regulatory Commission (FERC) and California Department of Water Resources, Division of Safety of Dams (DSOD) dam safety design standards. Upon completion of ADSRP, Anderson Reservoir will return to its original storage capacity. The CDSRP and GDSRP objective is to stabilize dam embankments to address seismic deficiencies and ensure compliance with current dam safety standards. The ADIP will construct a new intake structure and a new spillway.

Pursuant to Agreement A3555A, Consultant is currently performing project management services for the ADSRP, CDSRP, GDSRP, and ADIP. These services include quality assurance, technical reviews, regulatory coordination with the FERC and DSOD for the ADSRP, construction contract procurement support, and contracting with the FERC independent Board of Consultants (BOC) for ADSRP technical reviews.

Amendment No. 12 to Agreement A3555A will allow the Consultant to continue to provide project management services for the ADSRP, CDSRP, GDSRP, and ADIP through October 31, 2028. Amendment No. 12 will also amend the scope to add project management services during construction for ADSRP, which is necessary for successful project completion and retention of the BOC as required by FERC. The cost increase of $7,317,759 is necessary for the Consultant to provide an additional 30 months of project management services. The scope of services will be amended to close out completed tasks and modify the scope of services for ADSRP, CDSRP, GDSRP and ADIP.
