Receive a presentation from the Santa Clara County Office of Supportive Housing (OSH): Regarding the draft “Santa Clara County: Community Plan to End Homelessness,” which serves as a roadmap for addressing the homelessness crisis in Santa Clara County.

SUMMARY:
Representatives from OSH will present the draft “Santa Clara County: Community Plan to End Homelessness” (Community Plan), a county-wide roadmap for addressing homelessness in Santa Clara County.
The Community Plan is organized around four main focus areas: (1) Prevent people from becoming homeless; (2) Continue to house people and support them in retaining their housing; (3) Strengthen access to care and services for people experiencing unsheltered homelessness; and (4) Center and invest in people with lived experience to lead and transform the homeless system.
There is a relationship between the goals in the Community Plan and the partnership opportunities available under Valley Water’s Safe, Clean Water Program, specifically under Priority F. This priority supports public health and public safety along Valley Water’s waterways and critical infrastructure.
Project F5: Good Neighbor Program: Encampment Cleanup provides enhanced funding to support Valley Water’s coordination with local cities and agencies in cooperative efforts to address homelessness impacts along waterways. These efforts align with the Community Plan’s focus on strengthening access to care and services for people experiencing unsheltered homelessness and supporting pathways to stable housing.
The program provides up to $500,000 per year in cost-share with local agencies for services related to encampment cleanups, including services that support staff safety, discourage re-encampments along waterways, and connect individuals to resources that help prevent homelessness, support housing retention, and reduce the need for encampment cleanups over time.
