Body
SUMMARY:
At the April 22, 2024, Capital Improvement Program (CIP) Committee Special Meeting, staff presented a planning phase update on the three water utility master plans: the Water Treatment Plant Master Plan Implementation Project (WTP MPIP); SCADA Master Plan Implementation Project (SMPIP); and the Distribution Master Plan Implementation Project (DS MPIP). Staff presented more detailed information in a presentation regarding the WTP MPIP, and this agenda item includes presentations on the other two Master Plan Projects.
Staff will continue to provide updates on the progress of all three projects to the CIP Committee and request input on key project proposals and recommendations.
Background
Distribution System Master Plan Implementation Project
The Project scope entails a consultant preparing a 30-year implementation plan recommending capital projects to repair, replace, or upgrade distribution system infrastructure. This includes raw and treated water pipelines, pump stations, canals, wells, and recycled water facilities. The consultant will also prepare a programmatic Environmental Impact Report (PEIR) for the high-priority projects. A consultant agreement was awarded by the Board in May 2022, and the scope of work is expected to be completed in 2027.
SCADA Master Plan Implementation Project
The Project includes a consultant preparing a 15-year implementation plan with recommended capital projects and a PEIR for high-priority projects. The 15-year plan will include identifying projects to repair, replace, and/or upgrade the SCADA system infrastructure used throughout Santa Clara Valley Water District’s water conveyance and treatment systems. This includes work at reservoirs, pumping plants, pipelines, and water treatment and purification plants. A consultant agreement was awarded by the Board in in June 2022, and the scope of work is expected to be completed in 2026.
