SUMMARY:

As a follow-up to staff’s ongoing quarterly Feasibility and Planning Phase communications to the Capital Improvement Program (CIP) Committee, including staff’s presentation on April 22, 2024, staff has prepared an update (Attachment 1) on the Water Treatment Plant Master Plan Implementation Project (Project).

 

Attachment 1 summarizes the master plan development process, recommended high-priority projects proposed for inclusion in the CIP, and next steps. Staff is currently completing the Final Project Plan phase, which includes the Project Implementation Plan and Planning Study Report for the Santa Teresa (STWTP), Penitencia (PWTP), and Rinconada Water Treatment Plants (RWTP).

 

This item includes updated planning-level capital cost estimates for high-priority projects (2025-2034), as well as new cost estimates for medium-priority (2035-2044) and low-priority (2045-2054) project sets.

 

Background

The Project entails preparing a 30-year implementation plan that identifies projects to replace or upgrade Valley Water’s water treatment plant assets and addresses evolving regulatory requirements at the Santa Teresa, Penitencia, and Rinconada Water Treatment Plants and the Silicon Valley Advanced Water Purification Center.

 

A Program Environmental Impact Report is also being prepared.

 

The Project began in FY 2022 and is anticipated to be completed by the end of CY 2026.

 

Update

The master plan was developed in multiple phases: Basis of Planning, System Evaluation, Alternatives Development, and Final Project Plan.

 

The Basis of Planning phase established project goals, objectives, planning assumptions, regulatory drivers, and performance criteria. Two technical memoranda (TM) were prepared:

This phase established the framework for identifying and prioritizing projects to support long-term reliability, regulatory compliance, operational flexibility, and equitable service delivery.

 

During the System Evaluation phase, the Santa Teresa, Penitencia, and Rinconada Water Treatment Plants were assessed to identify infrastructure and operational needs.

 

Condition assessments evaluated asset reliability and risk using Probability of Failure (PoF) scoring. Process evaluations examined treatment capacity, water quality performance, redundancy, climate considerations, equity factors, and previously-identified operational needs.

 

Identified needs were prioritized and grouped into logical capital projects based on regulatory drivers, asset criticality, constructability, and engineering judgment.

 

In the Alternatives Development phase, conceptual solutions were developed and screened based on constructability, fatal flaws, engineering judgment, and cost-effectiveness.

 

Viable alternatives were advanced to approximately 2% conceptual design with planning-level cost estimates. High priority projects anticipated within the first ten years were further advanced to approximately 10% design with refined cost estimates.

 

This process resulted in recommended CIP packages for phased implementation over the 30-year planning horizon.

 

The Final Project Plan phase consolidated high-priority projects into three high priority CIP packages for implementation during 2025-2035:

                     STWTP Rehabilitation Project

                     PWTP CIP Package

                     RWTP CIP Package

These packages have advanced to approximately 10% design with refined cost estimates to support near-term integration into the CIP.

 

The Implementation Plan sequences these projects to minimize overlap with other major efforts and to account for plant operability and constructability constraints. Together, these projects establish the near-term roadmap for integration into the CIP.

Staff will continue to provide quarterly updates to the CIP Committee on Project progress and include requests for Committee input on key project proposals and recommendations.

 

 

ENVIRONMENTAL JUSTICE IMPACT:

There are no environmental justice impacts associated with Water Treatment Plant Master Plan Implementation Project No. 93044001. This action is unlikely to or will not result in human health or environmental effects and is not associated with an equity opportunity.
