Recommendation

Receive an overview of the Fiscal Year 2025-26 Rolling Biennial Budget process to provide an opportunity for Board input.

 

 

Body

SUMMARY:

Santa Clara Valley Water District (Valley Water) develops the rolling biennial budget and five-year capital improvement program to allocate public funds necessary to provide Silicon Valley with safe, clean water for a healthy life, environment, and economy.

 

The development of the operating budget and capital improvement program are accomplished in an open and transparent process under the guidance of the Board, providing an opportunity for public input. This presentation describes the financial planning process proposed for Fiscal Year 2025-26.

 

Valley Water’s financial processes are governed by the District Act, Section 13 for taxation and Section 20 for adoption of the budget. In addition, state and federal laws and certain agreements require annual examinations of financial records. Board Governance Policies EL-4 guide financial management, planning, budgeting, and ongoing financial activities. Valley Water's financial processes comply with all applicable laws, regulations, agreements, and policies.

 

This item includes a discussion on the status of the position freeze at Valley Water in response to information requested by Director Keegan at the October 8, 2024 meeting.

 

 

ENVIRONMENTAL JUSTICE AND EQUITY IMPACT:

There are no environmental justice and equity impacts associated with of the Fiscal Year 2025-26 Rolling Biennial Budget process. This action is unlikely to or will not result in adverse impacts and is not associated with an equity opportunity. 

 

 

FINANCIAL IMPACT:

This agenda memo is presented for information only. However, there could be a financial impact to future Valley Water finances depending on direction provided by the Board.

 

 

CEQA:

The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably, foreseeable indirect physical changes in the environment.
