Receive information on upcoming consultant agreement amendments for capital projects.

SUMMARY:

At the March 28, 2017, meeting, the Board of Directors approved revising the Capital Improvement Program (CIP) Committee's purpose to include monitoring the implementation progress of key projects in the CIP. At their June 29, 2020 meeting, the CIP Committee requested that this topic be added as a standing item on all future CIP Committee meeting agendas and that staff provide updates on consultant agreement amendments for capital projects, which may include modifications to scope, schedule, and/or budget.

 

There is one consultant agreement amendment for capital projects presented in this memorandum for the Committee’s information:

 

1.                     Amendment No. 11 to Agreement A3676A with URS Corporation for Design Services and Engineering Support During Construction for the Anderson Dam Seismic Retrofit Project No. 91864005 (Cost Increase, Time Extension, Scope Change, Administrative Updates) (R. McCarter)

 

Valley Water staff will recommend Board approval of Amendment No. 11 to Agreement A3676A with URS Corporation (Consultant), for design services and engineering support during construction for the Anderson Dam Seismic Retrofit Project (ADSRP) No. 91864005.

This Amendment will increase the Not-to-Exceed Fee by $94,114,731 for a new total Not-to-Exceed Fee of $177,570,401; add to the existing scope of work; incorporate administrative updates; and extend the expiration date by 96 months, from December 31, 2027 to December 31, 2035.

The ADSRP will correct dam seismic deficiencies and ensure compliance with all current Federal Energy Regulatory Commission (FERC) and California Department of Water Resources, Division of Safety of Dams (DSOD) dam safety design standards.

Pursuant to Agreement A3676A, the Consultant has been providing design services for ADSRP and engineering support during construction for the Anderson Dam Tunnel Project (ADTP). Design of the ADSRP was completed, and a construction contract was awarded on July 24, 2026. Construction completion of the ADTP is anticipated to be in December 2026. Amendment No. 11 will amend the scope of work to include engineering support during the construction of the ADSRP, which is necessary for successful Project completion.
