Recommendation

Adopt the Resolution EXPRESSING APPRECIATION TO DAVE PINE San Mateo County Supervisor for his dedicated years of public service to the San Francisco Bay Area, the State of California, and his distinguished career.

SUMMARY:

This Resolution provides the Board an opportunity to express appreciation to San Mateo County Supervisor Dave Pine for his dedicated years of public service in the Bay Area and honor his special commitment to addressing the impacts of climate change and sea level rise on our region.

 

Supervisor Dave Pine was first elected to the San Mateo County Board of Supervisors in a Special Election in 2011, and he was re-elected in 2012, 2016, and 2020. He served as Board President in 2014, 2018, and 2023, representing District 1, which includes Burlingame, Hillsborough, Millbrae, and portions of San Bruno and South San Francisco; the unincorporated communities of San Mateo Highlands, Baywood Park and Burlingame Hills; and the San Francisco International Airport.

 

Originally from New Hampshire, Supervisor Pine attended Dartmouth College. As a freshman, at age 19, he ran for and was elected to the New Hampshire House of Representatives. After serving in the New Hampshire House from 1972-1977, Supervisor Pine earned his Juris Doctorate from the University of Michigan. A legal internship brought him to the Bay Area in 1985, where he soon began a career in private practice.

 

Supervisor Pine has spent the last two decades holding various elected and appointed positions in San Mateo County and the Bay Area. He first served on different San Mateo County school boards before being elected to represent District 1 on the San Mateo County Board of Supervisors in 2011. Since joining the Board of Supervisors, he has served as a board member on many different regional bodies, including the San Francisco Bay Conservation and Development Commission, the San Francisco Bay Restoration Authority, and the San Francisquito Creek Joint Powers Authority.

 

In each of these roles, Supervisor Pine has worked extensively to address the impacts of climate change on the Bay Area and protect communities from flooding.

 

Beginning in 2015, Supervisor Pine worked to develop the successor agency to the San Mateo County Flood Control District after a Grand Jury recommended the creation of a single organization for sea level rise planning. In 2020, the Flood Control District became the San Mateo County Flood and Sea Level Rise Resiliency District, known as OneShoreline. Supervisor Pine is a member of the OneShoreline Board of Directors.

 

In 2016, Supervisor Pine’s leadership was critical to the success of Measure AA, a first-ever regional ballot measure to provide $500 million for San Francisco Bay restoration. The measure created the San Francisco Bay Restoration Authority, which allocates the funding to wetland restoration projects throughout the nine-county Bay Area. Measure AA has been an important source of funding for the South San Francisco Bay Shoreline Project, the Calabazas/San Tomas Aquino Creek-Marsh Connection Project, the South Bay Salt Ponds Restoration Project, the SAFER Bay Planning Project, and other South Bay and Peninsula projects of interest to Santa Clara Valley Water District (Valley Water).  

 

Supervisor Pine leaves behind a tremendous legacy in regional climate policy and Bay restoration that will benefit generations to come.

 

To recognize Supervisor Pine’s distinguished career, honor his contributions to regional climate policy and flood protection projects, and thank him for his continued partnership with Valley Water over the years, staff has prepared this Resolution of Appreciation.
