RECOMMENDATIONRecommendation

Approve and execute Amendment No. 1 to Agreement No. A5101G with TruePoint Solutions, LLC, doing business as GovPath, for our Utility Billing System Selection & Implementation Services Project, increasing the not-to-exceed (NTE) fee by $64,750 for a total revised NTE fee of $517,275 and extending the term two months, to December 31, 2026.

SUMMARY:

After a competitive solicitation process and upon the recommendation of staff, the CEO executed Agreement A5101G with TruePoint Solutions, LLC (Consultant) on August 29, 2024, to provide Utility Billing System Selection & Implementation Services for a total NTE fee of $452,525 over a 25-month term, ending October 31, 2026.

The purpose of this Agreement is for the Consultant to continue to provide implementation support and services for a replacement utility billing system that is currently underway and nearing completion.

 

Amendment No. 1 to Agreement A5101G
Consultant advised Santa Clara Valley Water District it merged with Gray Quarter on January 6, 2025. Shortly after the merger, TruePoint Solutions, LLC began doing business as (d/b/a) “GovPath”. In addition to recognizing this d/b/a change, this Amendment No. 1 will extend the Agreement term two months, to December 31, 2026, and increase Consultant’s NTE fee by $64,750, for a revised total NTE of $517,275. Staff recommends approval of this increase and additional time, as unforeseen software customizations for water production statements are necessary for successful project implementation.

 

 

ENVIRONMENTAL JUSTICE IMPACT:

There are no Environmental Justice impacts associated with this item.

 

 

FINANCIAL IMPACT:

Execution of Amendment No. 1 will result in an increase of the Agreement not-to-exceed amount by $64,750 for a total revised Not-to-Exceed Fee of $517,275.

 

 

CEQA:

The recommended action does not constitute a “project” under the California Environmental Quality Act (CEQA) because it does not have the potential to result in direct or reasonably foreseeable indirect physical change in the environment.
