SUMMARY:
The Guadalupe River - Upper, Interstate 280 to Blossom Hill Road, Flood Protection Project, Project No. 26154003 (Project) is part of the Safe, Clean Water and Natural Flood Protection Program, under Priority E, as Project E8.
Valley Water and the US Army Corps of Engineers (USACE) initiated a General Reevaluation Study in January 2021 to evaluate new alternatives and develop a preferred plan with the goal of making the Project more competitive for federal funding.
USACE recently informed Valley Water that the Project will not be receiving any additional federal funding to complete the General Reevaluation Study Report (GRR) and they will be concluding their study. This decision is not unique to Valley Water and reflects broader national funding constraints and evolving federal planning study requirements. Valley Water has already made significant investments in this Project and remains committed to implementing the Project despite the current lack of federal funding.
In the CIP Committee Meeting on July 31, 2025, staff presented alternatives for a locally-funded project and discussed the potential to conduct an interim project while USACE continued their study. At the meeting, the CIP Committee requested that staff continue investigating these alternatives while the USACE study proceeded. Staff has been working in this direction since that time.
