SUMMARY:
On April 14, 2026, the Valley Water Board of Directors held a public hearing on the February 2026 Annual Report on the Production and Augmentation of Water Supplies and Recommended Increases in Groundwater Production Charges for Fiscal Year 2026-27. During that discussion, the Board requested information on the impact to the Groundwater Production Charge Projection driven by the Dam Safety Program. The Dam Safety Program represents a series of planned future capital investments to retrofit the dams at Almaden, Calero, Coyote & Guadalupe reservoirs.
Staff provided information on the requested groundwater production charge impact at the public hearing held on April 28, 2026, and the purpose of this item is to share with the committee the information that was provided.
Attachment 1 shows the impact of the Dam Safety Program on the M&I (Municipal & Industrial) or non-agricultural groundwater charge projection for each groundwater benefit zone including zones W-2, W-5, W-7 and W-8. The Dam Safety Program does not benefit Zone W-8. Since, pursuant to current Board practice, the Agricultural groundwater production charge projection is linked to the zone with the lowest general (non-agricultural) groundwater production charge, and since this is currently Zone W-8, because Zone W-8 does not benefit from the Dam Safety Program, it is likely that, at least in the near-term, costs associated with the Dam Safety Program will have little or no impact on the Agricultural groundwater charge projection.
