SUMMARY:
Background
Santa Clara County relies on imported water for half its water supply, which becomes vulnerable as the snowpack shrinks due to climate change. Climate change also makes our community more vulnerable to extreme weather conditions, including periods of long-term drought and more intense wet-weather events. To prepare for this future, Valley Water is committed to developing recycled water as a locally controlled, drought proof water supply. The recently adopted Water Supply Master Plan 2050 identifies a Direct Potable Reuse project as essential for future water supply reliability.
Valley Water and the Cities of San Jose and Santa Clara (Cities) are collaborating on developing the Pure Water Silicon Valley (PWSV) direct potable reuse (DPR) project using treated wastewater from the San Jose-Santa Clara Regional Wastewater Facility (RWF) as the source water. The San Jose City Council and Valley Water Board met on August 19, 2025, to reaffirm support for the Pure Water Silicon Valley (PWSV) direct potable reuse project collaboration. The following progress has been made on PWSV since the last update to the Committee.
Agreements
The following agreements have been executed:
* Staff funding agreements with the Cities of San Jose and Santa Clara to support development of the Pure Water Silicon Valley project
* Option Agreement to support development of the demonstration facility and learning center, including an amended lease, integration agreement and operations and maintenance agreement. Once environmental review is complete, the option can be exercised....
