SUMMARY:
As part of the December 2019 Partnership Agreement to Advance Resilient Water Reuse Programs in Santa Clara County (Agreement), Valley Water and the cities of Palo Alto and Mountain View have successfully collaborated on the expansion of reuse in Santa Clara County. The Agreement included an option for wastewater for a regional Advanced Water Purification Facility (AWPF), a $16 million contribution to a local purification facility, also known as local salt removal facility, that improves Palo Alto's non-potable recycled water, and a water supply option.

While Valley Water's Board of Directors placed the Palo Alto AWPF on the Capital Improvement Program unfunded list due to project affordability in February 2024, the local AWPF has made significant progress. The design of the local facility at the Palo Alto Regional Water Quality Control Plant was completed in 2024 and Palo Alto completed the demolition of existing structures and earthwork in 2025 and is scheduled to start construction of the facility this year in February. The facility will produce 1 to 2 million gallons per day (MGD) of purified water to be blended with their existing tertiary treated recycled water to reduce the level of total dissolved solids to 600 parts per million. Enhancing the recycled water quality will allow for the continued expansion of recycled water use and type of recycled water usages in both the cities of Mountain View and Palo Alto.
