Conduct a Board Workshop on Adapting Santa Clara Valley Water District's Capital Improvement Program to Meet Emerging Challenges.

SUMMARY:
The goal of the workshop is to engage in constructive dialogue on the current challenges in executing Santa Clara Valley Water District's (Valley Water) Capital Improvement Program. Staff seek to identify these challenges, their impacts, and the resulting financial gaps within the program. Together, the Board and staff will explore potential strategic approaches that advance Valley Water's mission, strengthen financial resilience, enhance program performance, and uphold our commitments to the community.

To support this discussion, staff has prepared a PowerPoint presentation addressing the specific challenges and possible strategies related to each of Valley Water's three primary revenue funding sources: Watershed Stream Stewardship Fund (funded by the 1% Ad Valorem Property Tax); Safe, Clean Water and Natural Flood Protection Program Fund - Fund 26 (funded by the voter-approved special parcel tax); and Water Utility Enterprise Fund - Fund 61 (funded by Groundwater Production Charges) (Attachment 1).


ENVIRONMENTAL JUSTICE IMPACT:
There are no environmental justice impacts associated with conducting a Board workshop. This action is unlikely to or will not result in disproportionate impacts on any specific communities relative to the general population from the implementation of this project/program.


FINANCIAL IMPACT:
There is no financial impact associated with conducting a Board workshop. However, financial analysis and financial models, will be presented and discussed as a part of this item.
