RECOMMENDATION: Recommendation
A. Open and conduct the Public Hearing to receive a presentation on Santa Clara Valley Water District vacancy status, recruitment, and retention efforts;
B. Close the Public Hearing; and
C. Provide feedback as necessary.

SUMMARY:
California Government Code 3502.3, effective January 1, 2025, mandates that public agencies conduct annual Public Hearings to address workforce vacancies and recruitment and retention efforts. This statute, introduced by Assembly Bill 2561, aims to enhance transparency and tackle staffing challenges in local public agencies.
The purpose of the Hearing will be to share information and identify any necessary changes to policies, procedures, and recruitment activities that may be hampering hiring; and to receive a presentation, if requested, from the employee organizations representing the bargaining units.
As part of the statute, additional reporting obligations are triggered only if a single bargaining unit has job vacancies equal to or exceeding 20% of its authorized full-time positions.

Currently, no bargaining unit within Valley Water meets or exceeds the 20% vacancy threshold. The overall vacancy factor is 4.1%, with each bargaining unit representing 2.5% - 4.6% individually.

The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
