SUMMARY:
As a follow-up to staff's ongoing quarterly Feasibility and Planning Phase communications to the Capital Improvement Program (CIP) Committee, including staff's presentation on April 22, 2024, staff has prepared an update (Attachment 1) on the Water Treatment Plant Master Plan Implementation Project (Project).

Attachment 1 summarizes the master plan development process, recommended high-priority projects proposed for inclusion in the CIP, and next steps. Staff is currently completing the Final Project Plan phase, which includes the Project Implementation Plan and Planning Study Report for the Santa Teresa (STWTP), Penitencia (PWTP), and Rinconada Water Treatment Plants (RWTP).

This item includes updated planning-level capital cost estimates for high-priority projects (2025-2034), as well as new cost estimates for medium-priority (2035-2044) and low-priority (2045-2054) project sets.

Background
The Project entails preparing a 30-year implementation plan that identifies projects to replace or upgrade Valley Water's water treatment plant assets and addresses evolving regulatory requirements at the Santa Teresa, Penitencia, and Rinconada Water Treatment Plants and the Silicon Valley Advanced Water Purification Center.

A Program Environmental Impact Report is also being prepared.

The Project began in FY 2022 and is anticipated to be completed by the end of CY 2026.

Update
The master plan was developed in multiple phases: Basis of Planning, System Evaluation, Alternatives Development, and Final Project Plan.
