Discuss and determine the process for providing input on updating Valley Water’s Independent Monitoring Committee (IMC) Member Handbook and supporting materials.

SUMMARY:
Valley Water prepares the IMC Member Handbook to support new members' onboarding and provide guidance on IMC roles, responsibilities, and the annual and 5-year Program review processes. The Handbook is updated as needed.
On February 18, 2026, an IMC member expressed interest in discussing potential enhancements to the handbook (Attachment 1) and supporting materials. Discussion may include opportunities to strengthen member recruitment and provide clearer guidance, particularly for new members, to help them fulfill their roles and responsibilities. (Note: The Change Control Process described in Attachment 1 reflects a prior version and was updated in February 2026. The current process is available at valleywater.org/safe-clean-water-and-natural-flood-protection-program/safe-clean-water-program-archive <https://www.valleywater.org/safe-clean-water-and-natural-flood-protection-program/safe-clean-water-program-archive>, under “Board-Approved Change Control Process.”)
The IMC discussion is to determine the process for providing staff input on enhancing the Handbook and other tools, and this could include setting up an IMC subcommittee.
