SUMMARY:

Valley Water’s Good Neighbor Program encompasses the agency’s efforts to address unsheltered homelessness and the environmental, operational, and public safety impacts of encampments on land that Valley Water owns or manages.

Encampments can generate trash, debris, hazardous pollutants, and human waste that may degrade water quality, obstruct fish passage, damage riparian vegetation and wildlife habitat, and contribute to streambank erosion and wildfire risk. They may also pose health and safety risks to unsheltered individuals, Valley Water staff, and the broader community. The Good Neighbor Program helps Valley Water carry out its water quality, flood protection, and stream stewardship responsibilities by reducing these impacts and helping protect creeks, waterways, and water utility facilities.

Through the Good Neighbor Program, Valley Water conducts encampment cleanups on property where it has land rights or management responsibility and coordinates with local cities, public agencies, and nonprofit partners. Law enforcement agencies provide security support to address safety issues, while social services agencies and nonprofit groups provide outreach services and shelter alternatives for individuals experiencing homelessness.
