SUMMARY:
The Stream Maintenance Program (SMP or Program) has been implemented continuously since 2002 to guide, manage, and conduct routine maintenance of streams, improved channels, and related flood risk reduction facilities. Under the SMP, Valley Water conducts maintenance work needed to preserve flood conveyance capacity and maintain Valley Water lands. The SMP integrates the guiding principle of resource management protection directly into its activities. Program elements are designed to avoid, minimize, or mitigate potential impacts in balance with the need to conduct work in streams to carry out Valley Water’s mission.
The SMP includes three major categories of work: sediment removal, vegetation management and bank stabilization. Additional categories include minor maintenance (e.g., fence installation and repair, trash and debris removal), management of animal conflicts, and downed tree management.
Valley Water manages more than 300 miles of streams and channels across Santa Clara County under the SMP. The SMP uses a balanced approach to maintain these waterways for flood protection, while planning and implementing routine maintenance activities with the goal of avoiding and minimizing potential impacts on the environment.
ENVIRONMENTAL JUSTICE IMPACT:
This action is not subject to Environmental Justice Analysis because no likely adverse impacts are expected.
