SUMMARY:
At the September 30, 2026, Board Policy and Monitoring Committee (Committee) meeting, the committee reviewed the Board Ethics and Code of Conduct as part of an annual review. The Committee discussed several sections of the document and referred edits and updates to Director Shiloh Ballard to suggest and to return to the Committee for consideration.

The following is a summary of suggested edits to the Code of Conduct:

In Section 1. Ethics, under 1.12 Advocacy, a suggested edit is to consolidate the duplicative reference to roles and responsibilities of Board members serving on external committees with Section 2., 2.4 Board Member Conduct When Serving on External Committees/Boards and Personal Interest.

In Section 2. Conduct, under 2.1.1 Board Members’ Conduct with One Another, a suggested edit is to remove the reference to formal titles and replace it with addressing each other professionally.

Under 2.4 Board Members’ Conduct with Valley Water Staff, a suggested edit is to remove Board Appointed Officers from the paragraph referring to public criticism and include a new paragraph referring to the appropriate format to address management and HR issues with Board Appointed Officers.

Additionally, the document has been re-numbered for clarity and reference.
