RECOMMENDATION: Recommendation
A. Nominate Director Shiloh Ballard as the Representative and Chair Tony Estremera as the Alternate to the Delta Conveyance Design and Construction Joint Powers Authority; and
B. Approve the appointment of Director Shiloh Ballard as the Representative and Chair Tony Estremera as the Alternate to the Delta Conveyance Design and Construction Joint Powers Authority.

SUMMARY:
In accordance with Board Governance Policy GP-9: Board Committee Structure, nominations of Board members to committees shall be made by the Chair subject to approval by the Board, subject to annual review.
On January 13, 2026, the Board approved the 2026 Board Committee Appointments with Chair Tony Estremera as the Representative and Director Shiloh Ballard as the Alternate for the Delta Conveyance Design and Construction Joint Powers Authority.
Chair Estremera nominates Director Ballard to serve as the Representative and himself to be the Alternate for the Delta Conveyance Design and Construction Joint Powers Authority.
ENVIRONMENTAL JUSTICE IMPACT:
The nomination to a committee is not subject to environmental justice analysis.
FINANCIAL IMPACT:
There is no financial impact associated with this item.
CEQA:
The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
