Adopt the Resolution ADOPTING THE FISCAL YEAR 2025 EMERGENCY OPERATIONS PLAN.

SUMMARY:
The Board is being asked to adopt by resolution 2025 updates to the Santa Clara Valley Water District Emergency Operations Plan (EOP). This plan replaces the 2018 edition of the EOP and has been reviewed by local emergency services agencies as well as District staff.

The EOP presents the planning assumptions, policies and concept of operations that guide the responsibilities for emergency preparedness, prevention, response, recovery and mitigation against natural disasters and manmade emergency incidents for the Santa Clara Valley Water District.

The EOP supports and is supported by the 2024 State of California Emergency Plan. It will be reviewed and tested periodically and revised as necessary to meet changing conditions.

The Santa Clara Valley Water District EOP serves the following purposes:

* Guides the District emergency services program and is intended to comply with District Executive Limitation (EL) 6.3 - Ensure Valley Water can quickly and effectively respond to emergencies or disasters to enable continuity of operations and maintenance of Valley Water facilities that provide essential public service.

* Communicates the operational concepts and framework to improve the managed response to emergencies and disasters that impact Valley Water.

* Complies with requirements of the National Incident Management System (NIMS), California Standardized Emergency Management System (SEMS), Incident Command System (ICS), and the California State Emergency Plan (SEP) for managing response to multi-agency and multi-jurisdictional incidents; and to be consistent with other federal and state directives, emergency...
