SUMMARY:

The Memoranda of Understanding (MOUs) between the Santa Clara Valley Water District and its three bargaining units-the Professional Management Association, the Engineer’s Society, and the Employees Association-are set to expire on December 31, 2025. Over the past several months, the Board’s representatives and the bargaining units have engaged in coalition bargaining.

To support the negotiation process, the Board may establish a Labor Negotiations Ad Hoc Committee (Committee). This Committee will consist of three Board Members appointed by the Board Chair and will be tasked with meeting with the Board’s bargaining representatives who negotiate with the labor unions. The Committee will meet as necessary and provide updates to the full Board as needed in Closed Session.

The Committee will operate for a limited duration and will be dissolved no later than 30 days after new MOUs have been ratified with all bargaining units.

 

 

ENVIRONMENTAL JUSTICE IMPACT:

The formation of an ad hoc committee is not subject to environmental justice analysis.

 

 

FINANCIAL IMPACT:

There is no financial impact associated with this item.

 

 

CEQA:

The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
