Approval of San Francisquito Creek Joint Powers Authority (JPA) Budget for the Fiscal Year (FY) 2016-2017, and Authorize the District’s Financial Contribution to the JPA.

RECOMMENDATION:

Recommendation

A.                     Approve the San Francisquito Creek JPA FY 2016-2017 Operating Budget; and

B.                     Authorize the District’s financial contribution to the JPA in the amount of $152,000.

 

 

Body

SUMMARY:

The San Francisquito Creek JPA is funded by equal contributions from the member agencies and the JPA budget is subject to each agency’s approval.  In 1999, Cities of East Palo Alto, Menlo Park, Palo Alto, and San Mateo County Flood Control District joined with the Santa Clara Valley Water District to establish the San Francisquito Creek Joint Powers Authority to provide an environmentally sensitive, long-term watershed plan to enhance flood protection from the San Francisquito Creek.  Since then, the JPA’s major focus has been working with the member agencies and U.S. Army Corps of Engineers (Corps) to implement a flood protection project.

 

On April 28, 2016, the Board of Directors of the JPA unanimously adopted the FY 2016-2017 budget identifying revenues of $892,900, which includes operating revenues from State grants, interest earned, and an equal contribution of $152,000 by each Member Agency.  The contribution by each Member Agency has not increased from last year.   Approval of the agenda recommendations will allow the District to pay the FY2016-2017 annual contribution of $152,000 to the JPA.

 

 

FINANCIAL IMPACT:

The District contribution as a Member Agency for FY2017 is $152,000.  Adequate funds have been budgeted in FY2017 for this expenditure and are available in San Francisquito Creek San Francisco Bay through Searsville Dam Project No. 26284001.

 

 

CEQA:

The recommended action is to approve the FY 2016-2017 operating budget of the JPA and does not constitute a project under CEQA, because it does not have the potential for resulting in direct or reasonable foreseeable indirect physical change in the environment.
