Public Hearing to Consider the Santa Clara Valley Water District’s Fiscal Years 2018-2022 Five-Year Capital Improvement Program (Continued from April 25, 2017).

RECOMMENDATION:

Recommendation

A.                     Continue the public hearing to the Board’s Budget Work Study sessions currently set for April 27, 28 and May 9, 2017;

 

B.                     Conclude the public hearing at the May 9, 2017 Board meeting prior to adopting the CIP; and

 

C.                     Consider and address any comments received from the public for incorporation into the FY 2019-2023 Five-Year CIP.

 

 

Body

SUMMARY:

The District’s Draft FY 2018-2022 CIP proposes that 63 capital projects be funded and distributed among the following categories: 29 Water Supply, 17 Flood Protection, 8 Water Resources Stewardship, 3 Buildings and Grounds, and 6 Information Technology projects, for a total District planned cost of $3.6 billion.  An additional $0.7 billion is anticipated to be funded by outside sources through cost-share partnerships and grants, yielding a total CIP value of $4.3 billion.

 

Over the next five years, the total estimated award of construction contracts is approximately $875 million, which will generate or sustain between 8,750 and 17,500 jobs in the private sector. 

 

The Board reviewed the preliminary CIP on January 10, 2017, and approved the preliminary project list for each of the five CIP categories. Three projects will be closed and removed from the CIP.  Two new projects were added to the preliminary CIP list are: Electronic Discovery Management System Project and Berryessa Creek, Lower Penitencia Creek to Calaveras Blvd - Phase 3 Upper Calera and Tularcitos Creeks design and permitting phases.

 

Following the January 10, 2017 Board meeting, staff prepared the District’s Draft FY 2018-2022 CIP which was presented to the Board on February 28, 2016.  The Board authorized the release of this Draft CIP for public review, and it was transmitted to all cities within the District’s jurisdiction, the County of Santa Clara, San Jose Water Company, and the Mid-Peninsula Open Space District. Staff has met with City Managers, Planning Directors, and Public Works Directors of most cities to discuss the proposed list of projects and seek feedback on the CIP.

 

As part of this outreach effort, staff requested letters from the cities and the County, indicating that the District’s Draft FY 2018-2022 CIP is consistent with their applicable General Plans. Copies of any letters received will be included as an attachment to the May 9, 2017 agenda memo proposing adoption of the CIP.  The Draft CIP that was transmitted is included for reference as Attachment 2. 

 

Next Steps

Pursuant to California Government Code §65403(d), before adopting a capital improvement program, the governing body of a special district is required to hold at least one public hearing. The public was informed of the time and place of this hearing through a notice in the San Jose Mercury News newspaper (Attachment 1). Staff recommends continuing the public hearing, opened at this meeting, to be held concurrent with the Budget Work Study sessions at the Board meetings scheduled for April 26, 27, 28 and May 9, 2017, to allow the public additional opportunities to provide comments.  On May 9, 2017, the public hearing will be concluded and the Board will consider staff’s recommendation to adopt the CIP.

 

 

FINANCIAL IMPACT:

There is no direct financial impact associated with staff recommendations since they do not represent a formal approval of the CIP.

 

 

CEQA:

The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
