RECOMMENDATION:

Recommendation

A.                     Adopt Plans and Specifications and Authorize Advertisement for Bids for Construction of the El Camino Storm Drain Erosion Repair Project (Project) per the Notice to Bidders; and

 

B.                     Authorize the Designated Engineer to issue addenda, as necessary, during the bidding process.

SUMMARY:

During FY2016, the Watersheds Operations and Maintenance Division (Watersheds O&M) requested Watersheds Design and Construction Division (Watersheds Capital) to design and construct approximately 30 erosion repair projects from FY2016 through FY2024.  One of the highest priority projects that needs to be addressed is the El Camino Storm Drain from French Street to the confluence with Calabazas Creek within the City of Santa Clara (City) (Attachment 2).  Board approval of the recommendations will allow the Project to be advertised and bid for construction in summer 2017. 

 

Since December 2016, the existing banks within the facility have been failing, currently to the point that one of the utility joint poles located near the embankments had to be relocated by the City.  The failing banks could detrimentally impact adjacent residential   structures, Caltrain railroad tracks, fiber optic signal conduits, and other utility poles and structures.  Further deterioration of the existing conditions could result in a more expanded scope of work to repair the banks and a resultant increased cost for the Project. 

 

This Project was originally identified as an Operations and Maintenance project by Watersheds Operations & Maintenance Division (O&M) staff upon completing their annual facility inspections.  However, O&M does not currently have the resources to undertake this Project.  Due to the substantial scope of work, this Project will be undertaken as a Small Capital Improvement Project and constructed by a contractor.   The current scope of work is interim in nature, just to repair the current conditions at the facility; a more substantial Capital project will be undertaken in the future. In the meantime, this interim measure will serve to arrest and prevent further localized erosion and bank scour from occurring within the facility.

 

Each year the District submits a list of proposed projects in its Stream Maintenance Program (SMP-2) to the appropriate environmental regulators for their approval of work to be implemented during the summer season (June 15 - October 15); this Project was included in the list this year.   As of the time of submission of this Board item, staff has not yet received approval from the SMP-2 permit regulators to perform the work this summer, but expects to receive such approval before scheduling a Board item to award a construction contract. 

 

Next Steps

 

If the Board approves the recommendations, staff will proceed to advertise for bids for Project construction.  The next Board action would be for award of a construction contract, tentatively scheduled for the July 11, 2017 agenda, contingent upon approval of this Project by the SMP-2 permit regulators (Attachment 3).

 

 

FINANCIAL IMPACT:

The estimated cost of construction for the Project is between $2.7M and $3.2M. There are sufficient funds in the FY-18 budget, scheduled for Board approval in May 2017, to construct this project.  Project funding for construction activities was budgeted in the Watersheds Asset Rehabilitation Program (WARP), Project No. 62084001. The funding source for the Project is the Watershed Stream Stewardship Fund No. 12.

 

 

CEQA:

The District is the lead agency under the California Environmental Quality Act for this scope of work. 

The Project is covered under the 5-year SMP-2 Permit, 2014-2019.  The Environmental Impact Report for the Stream Maintenance Program was certified by the Board on January 24, 2012.
