Amendment No. 2 to Grant Agreement No. A3710R, with City of Gilroy for the Ronan Channel Interim Trail Project (Gilroy) (District 1).

RECOMMENDATION:

Recommendation

A.                     Approve Amendment No. 2 to the Grant Agreement A3710R between the Santa Clara Valley Water District and the City of Gilroy; and

 

B.                     Authorize the Chief Executive Officer to execute Amendment No. 2 to the Agreement.

SUMMARY:

On June 25, 2013, the Board awarded the City $190,000 under the Comprehensive Stewardship Grant Program. The grant enabled the City to implement the Ronan Channel Interim Trail Project, which provides construction and improvements along the Western Ronan Channel Parkway Trail. The grant agreement was fully executed by the CEO on January 29, 2014.

 

The project was scheduled to be completed June 30, 2016. However, due to staff transitions at the City, delays with Caltrans Right of Way certification, as well as delays in completing PG&E service connections within the project area, the City was unable to complete the project on time. On June 23, 2016, the CEO approved a no-cost extension for Agreement No. A3710R (Amendment No 1), which allowed the project to be extended to December 31, 2017.

 

Since the initial extension, the City has made progress on the project. However, the City continued to experience additional challenges with staff transitions. Therefore, the City is requesting another no-cost extension to allow for additional time to complete the project. The City has established new staff on the project team and is in the process of selecting a contractor to begin construction in March 2018.

 

The City expects to complete the project prior to December 31, 2018. A twelve-month extension of Agreement No. A3710R’s term, which currently expires on December 31, 2017, would provide the additional time needed for project completion.

 

 

FINANCIAL IMPACT:

No financial impact. Amendment No.2 to Agreement A3710R does not modify the original award of $190,000.  To date, no grant funds have been disbursed for this project.

 

 

CEQA:

The recommended action does not constitute a project under CEQA because it does not have potential for resulting in direct or reasonably foreseeable indirect physical changes in the environment. The project being funded by the recommended action has undergone CEQA review or shall undergo CEQA review prior to construction and/or implementation of projects as appropriate by the grantee organizations.
