SUMMARY:

On February 27, 2018, the Independent Monitoring Committee (IMC) issued their report on the Safe, Clean Water and Natural Flood Protection Program (Safe, Clean Water Program) Year 4 Annual Report, which provides information on Fiscal Year 2016-2017 (FY17).

 

Over the past months, Safe, Clean Water Program Project Managers and Deputies met with the IMC and sub-committees for each of the program’s priorities to review the report, answer questions, and provide follow-up information as necessary. The remaining original IMC members, along with the three new IMC members, showed passion and dedication throughout this review process.

 

The IMC’s task of assessing and reporting on the district’s performance in delivering our promises to the voters was completed in an effective and timely manner. Overall, the IMC expressed satisfaction with the content of the report and expressed their appreciation to the District for incorporating their recommendations from prior years and for staff’s continued responsiveness to their questions and requests for additional information.

 

In its review of the FY17 Safe, Clean Water Program Year 4 Annual Report, the IMC agreed with the status of each of the projects and had a number of project specific recommendations. While the majority of project specific recommendations related to how information is being reported in the annual report, in response to ongoing low demand for the Nitrate Treatment System Rebate Program (Project A2 - Safe, Clean Water Partnerships and Grants, Key Performance Indicator #3), the IMC recommended considering reallocating funds to other projects. Staff agrees with the IMC’s recommendation; however, reallocating these funds will trigger the Change Control Process and require a formal public hearing. Additionally, the IMC made general and formatting recommendations for the report, as well as project specific recommendations.

 

Upon the Board’s direction, staff is prepared to accept and implement the IMC’s general, annual report format, additional IMC support, and project specific recommendations. To address each of the recommendations made by the IMC, a staff response column has been added to the IMC’s report table. The IMC’s general, annual report format, and additional IMC support recommendations have also been incorporated into the same table structure.

 

District staff is committed to the success of the Safe, Clean Water Program and to achieving the Key Performance Indicators in a cost-efficient and transparent manner. In turn, we appreciate the role that the IMC plays in ensuring that the District delivers the outcomes that were promised to the voters and look forward to continuing to engage in an open and responsive review process.

There is no financial impact associated with this item.

The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
