RECOMMENDATION:
Recommendation
Adopt the recommended Federal Fiscal Year 2018 and Fiscal Year 2019 authorization and appropriation requests for District-sponsored and District-supported projects.

SUMMARY:
The White House submitted President Trump's Fiscal Year 2019 budget plan to Congress on February 12, 2018 which will now prompt Congress to put together the actual appropriations bills which can help the District fund its Fiscal Year 2019 funding needs. As for the Fiscal Year 2018 work plan funding, it is anticipated that Congress will finalize the appropriation bills by March 23, 2018 and that the Fiscal Year 2018 work plans are expected to be released in mid-April of this year.

In order to influence the authorization and appropriations process, staff is requesting that the Board support a list of federally partnered flood protection and water utility project funding requests. The requests are shown on Attachment 1. The District has coordinated with the U.S. Army Corps of Engineers (USACE) the and other agencies to ensure that our requests for authorizations and appropriations match the funding capability of the listed projects and programs.

Approval of this item will allow the District to meet the March 16th deadline that Congressional leadership has for submitting authorizations and appropriations requests. Approval of this item will also assist District Board members and staff traveling to Washington D.C. from April 23 - 25, 2018, to influence both the 2018 U.S. USACE work plan as well as the budget process by requesting Fiscal Year 2019 funding needs which includes establishing a position on anticipated appropriation bills.
