Adopt the Resolution ADOPTING THE SANTA CLARA VALLEY WATER DISTRICT LOCAL HAZARD MITIGATION PLAN.

SUMMARY:
The Federal Disaster Mitigation Act of 2000 (DMA 2000) requires cities, counties, and special districts have a Local Hazard Mitigation Plan (LHMP) to be eligible to receive federal disaster grant assistance.
District staff including technical experts, using available technologies (e.g. National Oceanic and Atmospheric Administration forecast and modeling, United States Geological Survey models, and Geographical Information Systems) and historical documents, evaluated the hazards, risks, and mitigation measures identified in the previous plan and have incorporated the results of these evaluations into an update of the LHMP for years 2017-2022.
A draft plan was made available for public review and comment in October of 2017. The plan update was completed in January 2018 and has been reviewed and approved by the California Office of Emergency Services and reviewed and eligible for final approval by the Federal Emergency Management Agency (FEMA) Region IX, pending adoption of the plan by the Santa Clara Valley Water District Board of Directors.
Approval of the updated LHMP by FEMA constitutes formal completion of the plan and establishes eligibility for the District to apply for and pursue pre-disaster and post-disaster mitigation program grant funds.
FINANCIAL IMPACT:
There is no direct fiscal impact from the approval of this plan.
CEQA:
This project is exempt under CEQA Guidelines Section 15262, which exempts feasibility and planning studies.
In addition, the recommendation action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
