Recommendation
That the Board consider taking a position on the City of San Jose's Measure B "Evergreen Senior Housing Initiative" Ordinance and General Plan Amendment, and provide direction to staff.
Body
SUMMARY:
On March 27, 2018, Vice Chair LeZotte requested that the Board discuss and consider taking a position on Measure B, also called the "Evergreen Senior Housing Initiative." The measure will appear on the City of San Jose's June 5, 2018 ballot.
If passed by voters, the measure would:
1) Change San Jose's General Plan to create a Senior Housing Overlay to allow conversion of land designated for employment use to senior housing citywide; and
2) Change the Evergreen-East Hills Development Policy and Municipal Code, and add a Specific Plan to allow development of up to 910 residential units on an approximately 200-acre Industrial Site in Evergreen for individuals 55 and over and other qualifying individuals
In short, proponents of the measure argue that it would allow for underused land to be converted to provide senior housing. Opponents of the measure argue that it would circumvent environmental and zoning laws intended to provide for efficient land use planning. Attachment 1 contains the official argument for Measure B, and Attachment 2 contains the official argument against Measure B.
Staff recommends that the Board discuss and consider taking a position on Measure B, and provide relevant direction to staff.
FINANCIAL IMPACT:
There is no financial impact associated with this item.
CEQA:
The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
