RECOMMENDATION:
Recommendation
A. Re-open the public hearing which commenced on April 24, 2018 to receive comments regarding the Santa Clara Valley Water District's (District) FY 2019-2023 Five-Year Capital Improvement Program (CIP);

B. Continue the public hearing to the Board's Budget Work Study session currently set for April 27 and the regularly scheduled Board meeting on May 8, 2018.

SUMMARY:
The District's Draft FY 2019-2023 CIP (Attachment 1) includes 61 capital projects to be funded and distributed among the following categories: 27 Water Supply, 17 Flood Protection, 9 Water Resources Stewardship, 2 Buildings and Grounds, and 6 Information Technology projects, for a total District planned cost of $3.8 billion. An additional $0.7 billion is anticipated to be funded by outside sources through cost-share partnerships and grants, resulting in a total CIP value of $4.5 billion.

The total estimated value of construction contracts planned for award during the next five years is approximately $1.0 billion, which will generate or sustain between 10,000 and 20,000 jobs.

The Board reviewed and approved the preliminary 5-year CIP on January 9, 2018. It indicated that eleven projects will be closed and removed from the FY 2019-2023 CIP and two new projects were added to the preliminary CIP, Treated Water Isolation Valves, and Westside Retailer Interties.

Following the January 9, 2018 Board meeting, staff prepared the District's Draft FY 2019-2023 CIP which was presented to the Board on February 27, 2018. The Board authorized the release of this Draft CIP for public review, and it was transmitted to all cities within the District's jurisdiction, the County of Santa Clara, San Jose Water Company, and the Mid-Peninsula Open Space District. ...
