Consider taking a position on the City of San Jose's Measure C: Charter Amendment - Urban Sprawl and provide direction to staff.
Body
SUMMARY:
On April 24, 2018, the Board of Directors requested staff to bring back to the Board for discussion Measure C: Charter Amendment - Urban Sprawl. The measure will appear on the City of San Jose's June 5, 2018 ballot.
If passed by the voters, the measure would:
Amend San Jose's Charter to restrict development of non-employment uses on designated lands in outlying areas near San Jose's Urban Growth Boundary, including Almaden Valley, Coyote Valley, and Evergreen foothills, unless the City Council determines such development will not adversely affect the City financially, will satisfy increased affordable housing requirements, and will mitigate environmental impacts and pay appropriate fees for road improvements to address traffic impacts.
In short, proponents of the measure argue that it would strengthen the San Jose City Council's ability to deny housing conversions of large sites near Urban Growth Boundary by requiring environmental and fiscal studies. Opponents of the measure argue that it is about advancing a political agenda without concern for the long-term and unintended consequences. Attachment 1 contains the official argument for Measure C, and Attachment 2 contains the official argument against Measure C.

There is no financial impact associated with this item.
CEQA:
The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
