Recommendation

Approve and Authorize the Chief Executive Officer to execute the Agreement with Ecology Action for the Graywater Installation Program for a not-to-exceed fee of $198,077.

SUMMARY:

The proposed Agreement is between Ecology Action, a non-profit 501(c)(3) organization, and the Santa Clara Valley Water District (District) for a Graywater Installation Program (Program) that Ecology Action will administer.

This Program will provide advanced graywater training to a contractor workforce.  Contractors who complete the training will then be qualified through Ecology Action to provide graywater laundry-to-landscape direct installation services to up to 100 low-income residents. At the Board’s Water Conservation and Demand Management Committee Meeting of April 30, 2018, the Committee reviewed and supported this Program. 

The District will reimburse Ecology Action directly for program administration, including: coordinating and staffing graywater trainings for professionals; scheduling and conducting site assessments; and coordinating direct installation of one hundred laundry-to-landscape graywater systems.  The District’s obligation to pay for all Program activities is capped at $198,077.00.  Ecology Action will collect small co-pays from participating contractors and residents. 

The Program will help the District meet its short-term drought response goals and long-term water conservation goals specified in the 2015 Urban Water Management Plan, the 2017 Central Valley Project Improvement Act Water Management Plan, and the 2012 Water Supply Master Plan.  By partnering with Ecology Action, the District is able to combine resources and implement the Program more cost-effectively than would be possible otherwise.

This Agreement will remain in effect from the effective date through June 30, 2020, or until funding is depleted, whichever occurs first.

 

 

FINANCIAL IMPACT:

This Agreement specifies that the District will pay Ecology Action up to $198,077.00, based on Program activity. There are sufficient funds available in the Fiscal Year 2018/19 Water Enterprise Operations Budget, 91151001 Water Conservation Program.

 

 

CEQA:

This project is exempt under the California Environmental Quality Act (CEQA) Guidelines Section 15301 (a), which exempts minor alteration of private structures involving negligible or no expansion beyond use.
