Consider nominations for a two-year membership appointment of the two selected Applicants to the Youth Commission.

SUMMARY:
In accordance with Board Governance Process Policy - 8, Board Committees are established to assist the Board with policy advice, District Mission implementation, respective expertise, and, very importantly, to help produce the link between the District and the community.
The following committee member nominations for the Santa Clara Valley Water District Youth Commission are submitted for Board appointment consideration in accordance with Board Resolution 17-75, Providing for and Defining the Structure and Function of Board Committees (Attachment 1). The committee applications for the new nominees are included as (Attachments 2 and 3).
The initial nominees submitted by Directors Varela and Estremera and approved by the Board were unable to fulfill their duties as Youth Commissioners. The Directors have submitted the following new nominees for Board consideration:

BACKGROUND:
In January 2018, staff performed outreach efforts for the Board Advisory Youth Commission. To inform students who reside and attend school in Santa Clara County about the launch of the Youth Commission and to encourage them to apply, staff utilized several outreach methods to increase the reach of the message. Staff conducted the following outreach activities:
• Sent out nearly 150 individual emails to students on contact list (past youth stewardship commission participants, names collected from youth conference, and other interested youth)
• Reached out to 6 High School Districts that serve approximately 52,700 students; 7 Unified School Districts that serve approximately 107,462 students
• Contacted individual high schools and middle schools within those school districts
• Reached out to 33 private schools that serve over 15,000 students
• Reached out to charter schools and continuation schools throughout the County
• Contacted over 30 community based organizations that work with youth in the County, including those that specifically work with underserved youth
• Utilized social media to disseminate the information: Facebook, Twitter, Nextdoor, eNews
• Went to the high schools in board districts with low application numbers to pass out flyers
• Posted flyers in local hangouts
The application period was from January 19 - March 2, 2018. We received a total of 118 completed applications.
FINANCIAL IMPACT:
The Office of the Clerk of the Board has budgeted funds to support the business meetings of the Board’s Advisory Committees for Fiscal Year 2018-2019.
CEQA:
The recommended action is a ministerial action and thus is not subject to the requirements of CEQA.
