RECOMMENDATION:
Recommendation
A. Approve Amendment No. 2 to Grant Agreement A3860R between Santa Clara Valley Water District and the County of Santa Clara; and
B. Authorize the Chief Executive Officer to execute Amendment No. 2 to Agreement A3860R.


Body
SUMMARY:
During Fiscal Year 2015, the Board awarded the County of Santa Clara (County) $200,000 under the Safe, Clean Water and Natural Flood Protection Program for grant Priority Area D3 for Trails & Open Space to provide access to previously inaccessible areas adjacent to Calero Reservoir at Calero County Park with 5 miles of new multi-use, natural surface trails. The Agreement commenced on June 12, 2015.

The two trails initially proposed for construction in the scope of work for this grant project were: 1) North Shore Trail (portion from existing Calero Boat Launch parking lot to the existing Cottle Trail) and 2) Oak Cove Trail (from existing Ranger station parking lot to Cottle Trail).

The Project was scheduled to be completed on June, 30, 2018. However, due to delays with permitting and staffing challenges, the County requested a 12-month no-cost extension of the term of Agreement No. A3860R. On April, 6, 2018, the CEO approved the no-cost extension to June 30, 2019.

On October, 5, 2018 the County contacted staff to explain that due to the District's ongoing project to seismically retrofit Calero Dam, it has impacted their ability to start and complete construction on the North Shore Trail. Due to public safety concerns, the Project will no longer include construction of the North Shore Trail.
