RECOMMENDATION:

Recommendation

A.                     Approve the Agreement for On-Call Hydraulics, Hydrology and Geomorphology Services, with Wood Rogers, Inc. for a not-to-exceed fee of $500,000;

B.                     Approve the Agreement for On-Call Hydraulics, Hydrology and Geomorphology Services, with Environmental Science Associates (ESA) for a not-to-exceed fee of $500,000; and

C.                     Approve the Agreement for On-Call Hydraulics, Hydrology and Geomorphology Services, with Balance Hydrologics, Inc. for a not-to-exceed fee of $500,000.

 

 

Body

SUMMARY:

Santa Clara Valley Water District’s (Valley Water) engineering staff routinely provides technical support for its operations and capital projects. These On-Call Hydraulics, Hydrology and Geomorphology services contracts are intended to augment services performed by Valley Water staff and provide additional services as needed.

The objective of these agreements is to obtain specialized civil engineering services for Valley Water’s water supply, flood protection, watershed stewardship projects and, hence, assist in delivering projects in a timely manner.

Consultant Background

Wood Rogers, Inc. team includes one subconsultant, ESA includes two subconsultants and Balance Hydrologics includes two subconsultants. Therefore, with the approval of these three agreements, Valley Water will have access to the varied expertise of eight different hydraulics, hydrology and geomorphology expert firms.

Consultant Selection Process

On October 5, 2018, a Request for Proposal (RFP) for On-Call Hydraulics, Hydrology and Geomorphology services was published on Valley Water’s Contract Administration System (CAS). The RFP was sent to firms that are registered in CAS, under expertise code HE10 - Hydrologic Engineering.

 

Valley Water received proposals from seven consultant firms.  An Evaluation Committee (EC), consisting of two Valley Water subject matter experts and one Associate Civil Engineer from the City of Mountain View Public Works evaluated and ranked the written proposals. Five of the seven respondents were invited to participate in the subsequent oral interviews.  Based on the combined (written and oral) rating scores, the EC recommended that staff undertake contract negotiations with Wood Rogers, Inc., Environmental Science Associates, and Balance Hydrologics, Inc., the three highest ranked firms.

On December 5, 2018 staff initiated contract negotiations with Wood Rogers, Inc., Environmental Science Associates, and Balance Hydrologics, Inc.  The final Agreements, including scopes of work and hourly rates, have been successfully negotiated with these firms.

 

 

FINANCIAL IMPACT:

The not-to-exceed fee for each Agreement is $500,000. The agreement term is 3-years; with an option to extend the term for up to two additional 1-year terms. No funds will be encumbered at this time.  On-call services will be charged in accordance with each approved task order to budgeted funds from the appropriate projects.

 

 

CEQA:

The recommended action does not constitute a “project” under the California Environmental Quality Act (CEQA) because it does not have the potential to result in direct or reasonably foreseeable indirect physical change in the environment.
