Adopt the Resolution EXPRESSING APPRECIATION TO LIEUTENANT COLONEL TRAVIS J. RAYFIELD.

SUMMARY:
Lieutenant Colonel (LTC) Travis J. Rayfield has served as the Commander and Engineer for the U.S. Army Corps of Engineers (USACE) San Francisco District for the past two years. In this position, LTC Rayfield has overseen the project planning, design, construction, operation, and maintenance activities of civil works projects in the San Francisco District, which includes much of Santa Clara County.
Throughout his time as Commander and Engineer, LTC Rayfield has worked very collaboratively with the Santa Clara Valley Water District (Valley Water). He has been involved with many of Valley Water's flood protection projects, including Coyote/Berryessa Creek, Llagas Creek, Lower Silver Creek, San Francisquito Creek, Upper Guadalupe River, Upper Penitencia Creek, and the South San Francisco Bay Shoreline Project (Shoreline Project). Under his leadership, Phase I of the Shoreline Project received a construction new start and full federal funding, and Valley Water secured the final regulatory permit for the Upper Llagas Creek Flood Protection Project, allowing the project to move to construction. LTC Rayfield's leadership at USACE, as well as his partnership with Valley Water and all other stakeholders involved on these projects, was instrumental in reaching these significant milestones.
Under LTC Rayfield's leadership, USACE has become more responsive and partner oriented. Valley Water staff now work closely with USACE staff to advance our projects and find solutions to challenges as they arise. LTC Rayfield has also been directly involved in resolving several problems over the years, including elevating permitting issues that were then quickly and efficiently resolved.
