RECOMMENDATION:
Recommendation
Encourage a collaborative effort for the purpose of identifying and securing a permanent, and/or ongoing funding source to replace the discretionary portion of the Valley Water Open Space Credit.

SUMMARY:
On April 23, 2019 the Board voted to remove the discretionary portion of the Open Space Credit subsidy in its entirety in two years, and to work with a coalition of interested stakeholders to pursue feasible revenue sources for the Open Space Credit during the 2-year period.
The Revenue Working Group comprised of Director’s LeZotte, Keegan and Hsueh met on June 4 and June 13, 2019 and prepared the attached memo, which proposes participation in a Collaborative effort to identify sources of revenue to replace the discretionary portion of the Open Space Credit. The memo also proposes that Director John Varela be Valley Water’s representative to the Collaborative effort.
FINANCIAL IMPACT:
There may be a limited amount of staff time required to support Director Varela in his role as a member of the Collaborative.
CEQA:
The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
