RECOMMENDATION:
Recommendation
A. Approve the agreement with Stillwater Sciences, Inc. for standard on-call consultant biological services, for a not-to-exceed fee of $1.5 million; and
B. Approve the agreement with H. T. Harvey & Associates for standard on-call consultant biological services, for a not-to-exceed fee of $1.5 million.

SUMMARY:
Santa Clara Valley Water District (Valley Water) implements several capital and operational projects and programs to meet its mission and goals in water supply, flood protection, and watershed stewardship. Projects are planned and implemented in accordance with applicable environmental laws and regulations. Valley Water biological staff provide technical support for these projects. Entering into the recommended on-call agreements with Stillwater Sciences, Inc. and H. T. Harvey & Associates will provide Valley Water with additional resources to augment in-house biological staff and provide additional specialized biological services as needed.

The agreements will provide general and specialized biological services in the areas of botany, wetlands, fisheries, wildlife, restoration ecology, land and natural resources management and other biological support services, on an as needed basis, to assist Valley Water in accomplishing tasks in a timely manner.

Background

Valley Water has utilized an on-call or as requested biological services agreement for nearly 15 years. These prior agreements have been used by capital projects, operations and maintenance in both water utility and watershed divisions.
