Recommendation

Receive information from staff on the Fiscal Year (FY) 2020 Capital Improvement Program (CIP) progress reports for key Watersheds capital projects.

 

 

Body

SUMMARY:

The FY 2020-2024 CIP includes a total of 67 capital projects and of these, 29 are Watersheds capital projects. The 29 Watersheds capital projects have an estimated value of $1.5 billion with a Board-approved FY 2020 budget for all capital projects of $180.0 million. As of February 10, 2020, Watersheds capital projects has spent approximately $62.7 million, or 35%, of the FY 2020 budget.

 

Table 1 presents FY 2020’s second quarter status of 18 key Watersheds capital projects. Seven projects are in the planning phase, ten are in design, and four are in construction. Of the ten projects in design, three are scheduled for construction to begin this summer: Bolsa Fish Passage Improvement, Lower Calera Creek Flood Protection, and Lower Penitencia Creek Flood Protection. Of the four projects in construction, flood protection improvements were completed for McKelvey Flood Detention Facility (part of the Permanente Creek Flood Protection Project), Upper Berryessa Creek Flood Protection Project (a joint project with USACE), and Cunningham Flood Detention Certification. Under the Watersheds Asset Rehabilitation Program, the following projects were completed: Uvas Creek Levee Animal Damage Rehabilitation from Miller Avenue to Gilroy Sports Park (outboard levee), Uvas Creek Levee Animal Damage Rehabilitation from Miller Avenue to Gilroy Sports Park (inboard levee), San Tomas Creek Erosion Repair from Virginia Avenue to Payne Avenue, and Barron Creek Erosion Repair.

 

The U.S. Army Corps of Engineer (USACE) continues to put a hold on the design and construction of the Upper Guadalupe River Flood Protection Project, since the project is non-compliant with administration policy. In FY 2020, however, USACE received $1.5M in federal work plan funding to re-evaluate the scope and estimated cost of the Upper Guadalupe River Project.
