RECOMMENDATION: Recommendation
A. Accept the Santa Clara County Registrar of Voters' Statement of Votes and Certificates of Election Results for Measure S - Safe, Clean Water and Natural Flood Protection Project, declaring the totals to be the final results of the election, and declaring the passage of Measure S; and
B. Accept the Santa Clara County Registrar of Voters Certificate of Election Facts and Request to Fill Vacant Office by Appointment for District 2, District 3, and District 5.

SUMMARY:
Elections for the seven electoral districts established pursuant to the District Act are conducted in accordance with the California Elections Code, commencing with ?10500 et seq. Elections for Districts 2, 3 and 5 were held on November 3, 2020, for terms beginning on December 4, 2020 through December 2024.
Elections Code ?15400 requires that the governing body (Board of Directors) accept the Statement of Votes and Certificates of Election Results and declare the totals to be the final results of the election.
For the November 3, 2020 general election, Districts 2, 3 and 5 each only had one candidate file a Declaration of Candidacy, current District 2 Director, Barbara Keegan, current District 3 Director, Richard Santos, and current District 5 Director, Nai Hsueh. The Registrar of Voters (Registrar) did not receive any petitions requesting that elections be held for these districts. So, in accordance with California Elections Code ?10515, the Registrar submitted a Certificate of Election Facts and Request to Fill Vacant Office by Appointments for District 2, 3 and 5 to the County Board of Supervisors, as the supervising authority over the elections, requesting that Barbara Keegan, Richard Santos, and Nai Hsueh be appoin...
