RECOMMENDATION:
Recommendation
That the Board consider the following recommendations by the Santa Clara Valley Water District Youth Commission:
A. Participate in the pilot Mural Art Project and approve proposed location for the pilot mural (Blossom Hill Annex); and
B. Become an annual sponsor for the Synopsys Championship Science Fair’s Special Awards (up to $5,000).

SUMMARY:
The Santa Clara Valley Water District Youth Commission met on February 24, 2021, and made the following recommendations for Board consideration:
Action #1:
The Youth Commission by roll call and unanimous vote approved Staff’s recommendation: That the Board of Directors consider approving the Youth Commission’s participation in the pilot Mural Art Project; and approve the location for the pilot mural at the Blossom Hill Annex building at 1020 Blossom Hill Road, San Jose, CA.
Staff Analysis #1:
Staff concurs with the Youth Commission’s recommendation and ask that the Board consider approving the request. The purpose of this request is to pilot a mural artwork project with the Youth Commission and the local artist, Paul J. Gonzalez, to beautify Valley Water infrastructure with artwork that would convey Valley Water’s mission. The budget of $25,000 has been allocated for this project (Project #60171002 - Education and Volunteer Program) and staff approximates it will take 600 staff hours to complete.
Action #2
The Youth Commission by roll call and unanimous vote approved the Youth Commission’s recommendation that the Valley Water Board consider approving being an annual sponsor for the Synopsys Championship Science Fair’s Special Awards (depending on the budget) to begin in 2022, for those students that place emphasis on water related projects.
Staff Analysis #2:
Staff concurs with the Youth Commission’s recommendation and ask the Board to consider approving this request with the additional recommendation for the Youth Commission and staff review the sponsorship on an annual basis to ensure the event’s nexus to Valley Water’s mission and District Act. The purpose of this request is for Valley Water’s continued support of the annual Synopsys Championship Science Fair’s Special Awards beginning in FY2022. The sponsorship request includes support for the prize award for projects related to water. The maximum sponsorship award is $5,000. It will take a minimum of 5 staff hours per fiscal year to complete this request.
FINANCIAL IMPACT:
The Office of the Clerk of the Board has budgeted funds to support the business meetings of the Board’s Advisory Committees for Fiscal Year 2020-21, and adequate budget will be proposed for Fiscal Year 2021-22.
CEQA:
The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment
