Consider the Proposed Board Governance Ends Policy E-5: Climate Change Mitigation and Adaptation

SUMMARY:
At its September 29, 2020 meeting, the Board Policy and Planning Committee (Committee) requested that staff revise the climate change goal and objectives included in the Board Governance Ends Policy E-4, Water Resources Stewardship, to create a separate climate change Ends Policy that reflects the importance and broad reach of this issue. The draft Climate Change Ends Policy E-5 (Attachment 1) provides an updated vision for Santa Clara Valley Water District’s (Valley Water) climate change response into the future. It provides policy guidance for development of an implementation program of the Climate Change Action Plan (CCAP; see Agenda Item 21-0413 on this agenda), a comprehensive plan to reduce Valley Water’s greenhouse gas emissions and address climate change risks to Santa Clara County’s water resources.
The Committee recommended at its April 5, 2021 meeting that the final modified policy be presented to the full Board for consideration.
FINANCIAL IMPACT:
There is no financial impact associated with this item.
CEQA:
The recommended action does not constitute a project under CEQA because it does not have a potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
