Representation Services for the Elected Officials, Project No. 60231003, Increasing the Fee by $120,000 for a Total Not-To-Exceed Revised Fee of $360,000, and Extend the Agreement Term to June 1, 2023.

SUMMARY:
Staff desires to exercise its second one-year option to renew and extend the duration of the Agreement No. A4375G with Kadesh & Associates, LLC, for the Washington, D.C. Representation Services - Elected Officials from June 1, 2022, to June 1, 2023. Execution of Amendment No. 2 will result in an increase of the Agreement not-to-exceed amount by $120,000 to $360,000. The monthly fixed fee amount for services provided by the Consultant will remain $10,000/month during the extended 12-month period.
On June 1, 2021, Amendment No. 1 was issued to renew and extend the first option term to June 1, 2022, and to increase the not-to-exceed amount to $240,000. The approval of Amendment No. 2 would exercise the second option to renew the term to June 1, 2023, and increase the not-to-exceed amount to $360,000.
Approval of the recommended action will allow the Consultant to continue to provide critical legislative advocacy and lobbying services with a focus on elected officials and congressional committees on Santa Clara Valley Water District’s (Valley Water) behalf in Washington, D.C., upon direction from the Office of Government Relations. These services will enable Valley Water and its Board of Directors to achieve a high level of influence on federal policy and increases the probability for securing federal funding for local flood protection and water supply projects. Consultant shall work solely at the direction of the Office of Government Relations to implement an advocacy strategy that generates support for Valley Water’s priority issues. Staff is requesting that the Board approve this Amendment No. 2, thereby extending the term of the Agreement from its current expiration date of June 1, 2022, to June 1, 2023.
ENVIRONMENTAL JUSTICE IMPACT:
There are no Environmental Justice impacts associated with this item.
FINANCIAL IMPACT:
Approval of Amendment No. 2 shall not exceed the amount of $360,000 through June 1, 2023. There are adequate funds in the Office of Government Relation’s proposed FY 2022-2023 budget, Project 60231003 Federal Government Relations, to encumber the necessary fees to support the Consultant’s services.
CEQA:
The recommended action does not constitute a project under CEQA because it does not have the potential for resulting in direct or reasonably foreseeable indirect physical change in the environment.
